Project Background – Ta’ Saura National Empowerment Hub, Rabat (Malta)

Procurement Professionals appointed to this role shall be assigned to support the Ta’ Saura National Empowerment Hub project in Rabat, Malta, a flagship social regeneration and restoration initiative being undertaken by The Malta Trust Foundation.

The project entails the transformation of a 17th‑century historic building, granted to the Malta Trust Foundation by the Church in Malta under a 65‑year lease, into a state‑of‑the‑art empowerment hub for children and youths with disabilities. The hub will provide inclusive services, specialised support programmes and modern facilities, while carefully preserving the building’s heritage value and architectural integrity.

The complexity of the project combining heritage restoration works, contemporary construction solutions and specialised service requirements requires robust procurement and contract management support, continuous coordination with technical stakeholders, and strict adherence to applicable procurement and contractual frameworks.

Key Responsibilities

Pre‑Contract / Procurement Stage

  • Assist the Director Procurement & Contract Management in the effective management and administration of the Section / Unit to which the officer is assigned.
  • Assist in the management of procurement procedures in line with applicable procurement regulations and internal policies, covering the full procurement cycle, including:
  • Drafting of tenders, quotations, requests for direct orders and other procurement documentation;
  • Preparation and coordination of procurement processes leading up to contract award and signing.
  • Liaise with architects, engineers, project managers and other technical stakeholders in the preparation of tender documentation, including specifications, scopes of work, bills of quantities and procurement requirements.
  • Actively participate in the invitation and administration of calls for tenders and quotations, including:
  • Administrative support during the evaluation of tenders, quotations, bids and proposals;
  • Ensuring that evaluations are carried out in compliance with applicable procurement regulations and approved procurement tools and systems.
  • Carry out detailed vetting and quality control of procurement documentation for supplies, services and works prior to contract award.
  • Assist in responding to clarifications, queries and requests for information arising during the tendering and evaluation stages.

    Contract Award and Post‑Contract Management

  • Draft, review and assist in the administration of contract agreements, ensuring clarity of contractual terms, deliverables, timelines and performance obligations.
  • Maintain continuous liaison with architects, engineers, project managers and other technical stakeholders during contract implementation to ensure effective contract execution, monitoring, and compliance.
  • Support ongoing contract management and administration, including:
  • Processing and monitoring requests arising from contract agreements, such as variations/modifications, extensions of time and other contractual amendments;
  • Monitoring contractual milestones, performance indicators, deliverables and deadlines;
  • Assisting in the application, calculation, and administration of penalties, liquidated damages, or other contractual remedies, where applicable.
  • Guide and support technical personnel throughout the contractual certification process, including:
  • Issuance of provisional and final acceptance certificates;
  • Verification that all contractual conditions for certification have been satisfied.
  • Assist in the verification, processing and forwarding of certified invoices and related documentation to the Accounts Department for payment, in accordance with contractual obligations and internal financial procedures.
  • Ensure adequate and structured record‑keeping of procurement and contract documentation, correspondence, certifications, variations, approvals and related records, in line with governance, audit, and reporting requirements.
  • Perform any other related duties in procurement and contract management as may be required from time to time.

Ideal Candidate Profile

· A first degree at MQF Level 6 from a recognised university in a relevant discipline.

· Knowledge of procurement procedures and contract administration practices.

· Strong coordination, documentation, and stakeholder-engagement skills, particularly in technically complex or heritage-related projects.
